E-invoicing in Austria | Figures checked on October 11, 2026

E-invoicing (E-Rechnung) in Austria: Is there a B2B mandate, what is ebInterface, what's coming in 2030?

No: as of October 11, 2026, Austria has no general B2B obligation to use e-invoicing. A structured e-invoice is mandatory only toward the federal government, since January 1, 2014, in ebInterface (the Austrian XML standard) or UBL format. Between businesses, any electronic invoice is sufficient if the recipient consents, including a PDF by email. From July 1, 2030, Directive (EU) 2025/516 provides for structured e-invoices for intra-Community B2B transactions subject to reporting obligations; Austria must implement it by June 30, 2030.

01

Zustimmung festhalten

2030 einplanen

Deine Kund:innen sparen Handarbeit

Du lieferst in andere EU-Länder

Details on an invoice under § 11 UStG at a glance

Not a complete list: companies in the commercial register add registered office, commercial register number and commercial register court (§ 14 UGB). The invoice must be issued to other entrepreneurs and legal entities within six months after the supply is made (§ 11 para. 1 no. 1); for other services in the rest of the Community for which the recipient owes the tax, the 15th day of the calendar month following the month of the service applies (no. 2). The basis is § 11 UStG 1994 (RIS). This does not replace tax advice.

Who and what

Name and address of supplier and recipient; quantity and description, or type and scope of the service; date or period of the service.

Amount and tax

Consideration, tax rate (for tax-exempt supplies, a note to that effect) and tax amount; for foreign currency, the tax amount additionally in euros.

Identification

Issue date; sequential, uniquely assigned number; VAT ID of the issuer, insofar as they supply services in Austria with the right to deduct input tax; VAT ID of the recipient for invoices over €10,000 (supplier based in Austria, recipient a business).

Small-amount invoice

For a total amount of up to €400, the following are sufficient alongside the issue date: name and address of the supplier, description of the service, date of the service, consideration and tax amount in one sum, and the tax rate. The same simplification applies to small businesses with a tax exemption under § 6 para. 1 no. 27 UStG regardless of the amount, but not to supplies in the rest of the Community for which you must issue an invoice under § 11 para. 1 UStG.

When is this not a fit?

A fit

  • You invoice B2B in Austria, perhaps also to Germany, and want to know whether and when you need to act.
  • You are looking for primary sources and context: what is mandatory, what is a customer request?
  • You want to check whether your accounting can generate structured invoices and serve your tax firm via BMD or DATEV.

Not a fit

  • You deliver regularly to the federal government. Then you need the USP registration and ebInterface or UBL; the administration does not accept ZUGFeRD. Check in advance via test upload whether your file is accepted.
  • You invoice almost only private individuals. WKO considers PDF invoices more sensible than XML invoices there.
  • You need binding advice on your individual case, such as a permanent establishment in Germany or reverse charge. Your tax advisor clarifies that.

Frequently asked questions

Is there a B2B obligation for e-invoicing in Austria?

No, as of October 11, 2026. According to WKO, VAT law imposes no obligation on the supplier to issue electronic invoices. Electronic invoices, including a PDF by email, count as an invoice with the recipient's consent. An obligation to issue structured e-invoices exists only toward the federal government. We found no plans for a national B2B mandate in the primary sources.

Do I have to issue an e-invoice as a supplier to the federal government?

As a rule, yes, since January 1, 2014. Contractual partners of the federal government submit invoices in electronically structured form and, for the direct route via the business service portal (USP), need a USP registration (not via Peppol or a service provider, according to the guide); the e-Rechnung.gv.at guide lists exceptions, such as cash payment or rent invoices. ebInterface and UBL are accepted; as channels, the guide lists online form, upload, web service and Peppol. For federal states, cities and municipalities, there is currently no obligation for contractual partners, but according to WKO the administration must be able to accept such invoices.

What is ebInterface and do I need it?

ebInterface is the Austrian XML invoice standard that WÖK and AUSTRIAPRO specify with industry. You need it if you deliver to the federal government (alternatively UBL) or if an Austrian customer requires it. Between businesses, the format is freely selectable: what counts is what your recipient accepts. WKO offers a free online form for individual invoices.

Is a PDF by email enough?

In Austria, yes, if the recipient consents; this can also be tacit, by both of you handling it that way. If you send the same invoice in two formats, for example as a PDF and as an XML file, the invoice should include a note to that effect. Otherwise there is a risk of tax liability due to invoicing (USP). Different rules apply in Germany, where a simple PDF has since 2025 been only an "other invoice" with a limited transition period.

How long do I have to retain invoices?

In Austria, generally seven years (§ 11 para. 2 UStG, § 132 BAO). The period runs from the end of the calendar year to which the invoice relates and is extended for as long as the records are significant for a pending tax proceeding. For records relating to certain real estate, WKO states 22 years. Issuer and recipient must ensure authenticity, integrity and legibility.

What changes in 2030?

From July 1, 2030, only structured e-invoices under EN 16931 are planned for intra-Community B2B supplies and services (transactions subject to reporting obligations), according to WKO without paper and PDF (Directive (EU) 2025/516, implementation by June 30, 2030). Since April 14, 2025, member states may also introduce a national obligation. We found no Austrian implementation in the primary sources. For this, the directive requires EN 16931 together with the listed syntaxes (Art. 218 para. 3). Whether an Austrian format such as ebInterface suffices, we did not find in the primary sources.

Does an obligation like Germany's apply in Austria in 2027 or 2028?

No. The 2027 and 2028 stages come from German VAT law and concern transactions between domestic businesses in Germany, i.e. with registered office, management or a participating permanent establishment there (BMF). In Austria, according to USP and RIS (as of October 11, 2026), the rule remains: structured e-invoice only toward the federal government, otherwise electronic with consent. Your German customers have had to be able to receive e-invoices since 2025; no obligation to issue them follows for you. This does not replace tax advice; your tax advisor or the Federal Ministry of Finance can clarify this bindingly.
